Send the complete certificate with signatures, stamps, subject/specialisation and award date. Include the reverse and any annex containing information.
The receiving institution or authority may require an apostille or legalisation. Confirm this formality before translation.
A cropped specialisation, unreadable stamp, missing signature or confusion between a provisional certificate and final degree can delay assessment.
The Albanian university degree is issued by the higher education institution, whose diploma templates are registered with the State Education Centre (QSHA), which reports to the Ministry of Education. In Kosovo, the degree is issued by the university, and international recognition goes through NARIC Kosova, a centre attached to the Ministry of Education.
A degree is rarely translated on its own. The certificate of completion, the diploma supplement and the detailed transcript form a set: it is the transcript that shows the course titles, credits and grades, and it is the transcript that admissions panels actually examine. Having only the degree certificate translated almost always leads to a request for additional documents.
A sworn translation makes the degree legible and enforceable; it does not amount to an equivalence. In France, it is the ENIC-NARIC centre, operated by France Éducation International, that issues a statement of comparability for a foreign qualification. This statement is based on the original documents and their translation, as Albanian is not among the languages exempt from translation.
For university enrolment, the “Études en France” procedure managed by Campus France applies to both Albanian and Kosovan applicants. The documents required and the translation rules are set by the Campus France office for the country: check the current list before ordering, as it changes every year.
The specific difficulty with this document is terminology. Albanian and Kosovan degree titles changed with the so-called Bologna reform: diplomë e nivelit të parë, master profesional, master i shkencave, or the older pre-reform titles, do not map mechanically onto the French licence, professional master's or research master's.
The sworn translation renders the title as it appears on the degree, keeping the original name where necessary, rather than substituting an approximate French equivalent. This is what allows ENIC-NARIC or an admissions panel to carry out the comparison themselves, which is their responsibility and not the translator's.

No. The sworn translation makes the document enforceable in France; the comparability of a foreign qualification is a matter for the ENIC-NARIC France centre. The two procedures complement each other: the statement of comparability is based on the original degree and its translation.
In the vast majority of cases, yes. Admissions panels and employers look at the course titles, teaching hours, credits and grades, which do not appear on the degree certificate. Translating both at once also costs less than coming back to it later.
Often yes, but it depends on the recipient. In Albania the process goes through the authentication office of the Ministry for Europe and Foreign Affairs; in Kosovo, apostilles for degrees are issued by the Department of Consular Affairs after verification with the issuing institution. Have the apostille affixed before translation.
Faithfully, keeping the original name where there is no exact French equivalent, and stating the level as indicated on the document. The translator's role is to render, not to assign an equivalence — that is a matter for the competent body.
